l Hart was born in Seattle Washington.  As a child his parents were avid mountain climbers both in Washington and around the west.  Hal was raised in both Port in Seattle and Port Ludlow.  Hal began delivering medicine at age 7 for the for the pharmacy at Fourth and Union.  His first delivery was to the historic home of Mr. and Mrs. Joshua Green one time steamboat captain and the owner of the Washington's private ferry fleet as well as National Bank of Commerce..."I was captivated by his stories of the early days."   After colleges, Hal spent 17 years in Eastern Washington including Spokane and Colville. Currently, Hal is using his talents (all proceeds go to the Skykomish Arts Council funding the clock) to help fund a town clock in the small town of Sultan Washington as they restore their downtown.  Artists that have influenced Hal included childhood visits to the Frye Museum in Downtown Seattle, Ruth Kelsey (Bellingham), Sydney Lawrence (Alaska), Tom Thompson (Canada).
